Position Summary:

Under the direction of the Court Administrator, the Deputy Court Administrator (DCA) is responsible for overseeing the daily operations of the Court and providing high-level administrative support to the Court Administrator in managing court staff, processes, and resources to support the Courts mission. This position will serve as a member of the Courts Senior Leadership Team and assist the Court Administrator in developing organizational goals and values in policy development, program administration, and the strategic direction of the Court. The DCA will collaborate with the Court Administrator and judges to implement policies, procedures, and programs that optimize Court operations while maintaining compliance with applicable laws, regulations, and Court rules.

Essential Functions and Responsibilities:

  1. Oversee the daily operations of the Court to ensure efficient and effective administration of processes and services.
  2. Assist in developing and implementing court policies, procedures, and programs to ensure efficient and effective operation of the court.
  3. Help prepare and manage the court's budget, including monitoring expenditures, forecasting financial needs, and recommending budgetary adjustments as necessary.
  4. Oversee human resources functions such as recruitment, hiring, training, and performance evaluation of court staff. Ensure compliance with relevant employment laws and regulations.
  5. Assist in developing and implementing case management systems and procedures to ensure timely and fair disposition of cases. This may involve coordinating with judges, attorneys, and other stakeholders.
  6. Help implement and maintain technology systems to support court operations, such as case management software, electronic filing systems, and video conferencing tools.
  7. Ensure proper maintenance and confidentiality of court records in accordance with applicable laws and regulations.
  8. Collaborate with community organizations, government agencies, and other stakeholders to enhance public understanding of the court system and promote access to justice.
  9. Assist in developing and implementing emergency preparedness plans to ensure the safety and security of court facilities, personnel, and the public.
  10. Monitor and evaluate court operations to identify areas for improvement and implement strategies to enhance efficiency, effectiveness, and service quality.
  11. Help resolve conflicts and disputes that arise within the court system, whether among staff members or between court personnel and external stakeholders.
  12. Routinely interact professionally with Judges, court staff, and the public. Provide timely follow-up communication on issues as they arise.
  13. Participate in professional development activities such as conferences, workshops, and training sessions to stay informed about developments in court administration, relevant laws, and best practices.
  14. Perform other duties and responsibilities as assigned by the Court Administrator or as necessary to support the overall functioning of the Court.

Minimum Requirements:

Bachelors degree in business, public administration, or related field.

A masters in public administration, law, or a related field is preferred.

Certification in Court Management Program (CMP) and Certification in Court Executive (CCE) a plus.

At least five (5) years of experience in senior-level leadership position and direct managerial responsibility (i.e., encompassing skills such as budget management, legal issues, contracts, labor/employment, juvenile justice, and policy formulation).

Minimum of seven (7) years experience in the public sector or Courts. Strong organizational, communication, interpersonal, and problem-solving skills and a thorough understanding of overall court procedures.

Must be able to work effectively with diverse groups of people and handle sensitive and confidential information with discretion.
