Job Summary:

The administrator and Associate Chief Nursing Officer (A/ACNO) reports to the Vice President, Regional Hospitals and Health System Strategy. Accountable for the quality and efficiency of patient care services provided, the management of allocated resources, and effective planning, evaluation, and administrative problem-solving within assigned areas of responsibility. Assumes a key leadership role in patient care delivery system development and operations across clinical enterprise, collaborating effectively with physicians and other members of the health care team. Jointly accountable with healthcare leaders throughout the UTMB enterprise for achieving the UTMB mission. Represents UTMB within regional, state, and national healthcare communities.

Scope: The A/ACNO has strategic and executive responsibilities for multiple clinical operations. Organizationally, the A/ACNO is accountable for assuring the effective use of allocated resources in achieving institutional mission, goals, core values, and strategic initiatives. The A/ACNO is charged with structuring and directing operational areas to assure effective service delivery and desired patient outcomes, encompassing patient care operations.

Job Duties:

Planning and Evaluation

  • Under the direction of the VP, develops strategic and operating plans for patient care services as a whole and specifically for assigned areas of responsibility in nursing

  • Develop and implement an annual operational plan for assigned area(s) of responsibility, based on short- and long-range strategic plans, and institutional and departmental goals/objectives.

  • Evaluate and document goal achievements, problems, and recommendations

  • Is accountable for ensuring that assigned managers performance patterns are consistent with service-wide philosophy and objectives related to patient care, staffing, performance standards, policies and procedures, accreditation, and regulatory compliance.

  • Plan for renovation, relocation, and other activities related to physical facilities, especially in areas that affect patient care delivery.

  • Establishes strong collaborative relationships with members of the Health System Leadership team, School of Medicine leadership, Business and Finance Leadership, and other constituencies throughout the institution. Provides a high standard of customer service to the administration, physicians, and representatives of external organizations.

Clinical Operations

  • Improves work processes and systems to facilitate excellent patient care outcomes and patient, staff and physician satisfaction.

  • Oversees patient flow in patient care and support areas.

  • Leads by example, implementing management techniques and practices that create an environment that attracts and retains nursing and other patient care staff.

  • Enhances operational effectiveness, emphasizing cost containment without jeopardizing patient care priorities, improvement, innovation or quality of care.

  • Monitors and directs clinical activities to ensure cost-effective and high-quality health care for patients.

  • Works with service-wide leadership to interpret policies, and operational procedures, resolving problems related to staffing, and utilization of facilities, equipment and supplies, as required.

  • Facilitates shared governance throughout Nursing Service.

  • Represents UTMB in its relationships with other health organizations, professional organizations, government and accrediting agencies.

  • Resolves any patient care and/or administrative problems and keeps lines of communication open with directors, managers, and staff to ensure high employee morale and a professional, safe patient care environment.

  • Facilitates communication and ensures proper flow of information.

  • Promotes evidence-based practice, clinical effectiveness, and nursing research.

Quality Management

  • Interacts with appropriate institutional personnel to ensure compliance with standards and regulations.

  • Monitors patient care operations, and related programs, initiating appropriate changes, where necessary.

  • Responsible for nursing policy and practices, assuring their consistency with requirements specified by the Texas Nurse Practice Act and other legal and regulatory agencies.

  • As appropriate, may be responsible for assuring compliance with policies, practices, and competencies of other healthcare professionals for has areas of administrative oversight.

  • In collaboration with the Nursing Quality, supports quality related programs, including but not limited to patient satisfaction with nursing, nurse satisfaction, the nursing aspects of the National Patient Safety Goals, Joint Commission requirements for nursing / nurses, and the nursing aspects for specialty quality standards (e.g. critical care, disease management, etc.).

Financial Management

  • Works closely with the VP to project and prepare annual operating budgets related to areas of responsibility.

  • Monitors financial and statistical performance against budgeted targets.

  • Provides direction for department managers, facilitating the development of plans to enhance revenue production while decreasing cost and inefficiencies.

  • Analyzes departmental productivity to ensure operation within the financial budgetary constraints while assuring strategic goals are achieved.

Human Resource Management

  • Oversees human resource management within area(s) of responsibility.

  • Mentors staff and objectively evaluates and documents performance, taking corrective action as appropriate.

  • Assures the completion of employee performance evaluations according to established timelines.

  • Achieves performance outcomes through engagement of the nursing staff.

  • Encourages and supports staff development.

  • Maintains professional affiliations and enhances professional development to keep current in the latest healthcare trends and developments.

Marginal or Periodic Functions:

Coordinates special projects and participates on interdisciplinary committees and task forces as assigned.

Identifies appropriate internal controls for department; provides mechanisms to monitor and enforce compliance.

o Principles and practices of health planning and management, sufficient to direct and oversee nursing and other patient care operations;

o Purposes, organization, and policies of the institution and department, sufficient to interact with health care providers and personnel;

o UTMB policies and procedures, sufficient to direct its operations and to provide quality, effective patient care for areas of responsibility;

o Principles and practices of employee development, sufficient to ensure organizational productivity.

Salary Range:

Actual salary commensurate with experience.
